The following document is prepared by the Development Innovations Group (DIG) at the request of the Swedish International Development Agency (SIDA). The purpose of this document, per the Terms of Reference prepared SIDA, is to highlight key challenges for donor support to increased outreach of housing finance in developing countries. Specifically, SIDA requested the document to serve as a preliminary guide for a working group SIDA is assembling with CGAP around the subject matter of housing finance for the poor in developing countries. The Terms of Reference call for: 1) the validation of the key challenges described in the CGAP Donor Brief No. 20, August 2004; 2) a list of important focus areas for donor support to increased outreach of housing finance in developing countries; and 3) proposals on concrete actions in the short and medium terms that could be supported by the donor community.
